5. The Welfare & C o m m unity Services D epartm ent con-
tinued its Counselling Services to individuals and
fam ilies, its School Social W ork Programme w hich
plays an im p o rta n t part in preventing delinquency and
problems among students. It recently started a Home
Help Service and Club Service to the E lderly. In the
past few years, this D epartm ent has been changed fro m
cha rity to a more sophisticated social service, fro m
centre-oriented programmes to reaching-out services.
6. O ur Foster Care Programme provides essential services
to deprived children and is a desirable alternative to
in stitu tio n a l care. It is based on the belief th a t each child
has a rig ht to a place w ith in a fa m ily w ith security,
affection and loving care. The programme now looks
after 25 children. The need is much larger bu t it is
d iffic u lt to recruit more foster homes.
