LUTHERAN WORLD FEDERATION/WORLD SERVICE - HONG KONG
The Lutheran World Federation Commission on World Service
(LWF/WS) is the governing board for the LWF/WS programs in
Hong Kong and elsewhere. At its meeting held in April 1972 the
Commission decided that there should be a progressive transfer
of the financial responsibility for Hong Kong program to local
sources and that financial responsibility on the part of LWF/WS
should cease no later than December 31, 1975. The Commission
also directed that as from that date administrative control of
the LWS (H.K.) should be transferred from the LWF headquarters
in Geneva to Hong Kong into the hands of an independent, locally-
controlled organization. Finally the Commission directed that
at appropriate time explorations be made with the Hong Kong
Christian Council toward the possibility of that body assuming
responsibility for what is presently the LWS/WS programs in
Hong Kong.
Beginning from the autumn of 1973 representatives of LWS (H.K.),
and executive staff of the Hong Kong Christian Council held a
number of meetings to discuss possibilities of Hong Kong Christian
Council accepting this transfer. Subsequently a Statement of
Intent signed by the four persons representing both parties,
was prepared and recommended to the Hong Kong Christian Council
Executive Committee for consideration and acceptance.
The Statement of Intent after full discussion by the HKCC Officers
meeting on April 10, 1974 followed by a special meeting with
officers of HKCC and HKCS and the HKCC Executive Committee
meetings, it was accepted by the HKCC Executive Committee held
on September 23, 1974.
