e.  To  constitute Divisions,  Auxiliary Organizations,  Standing
                             Committees  within Divisions and other organizations  for

                            specialized activities and for fulfilment of the purposes
                            of the Council subject to  the approval of the General Council.
                        f.  To appoint special committees as may bo needed from time to
                            time.

            VI.  AUXILIARY ORGANIZATIONS
                       The Auxiliary Organizations are accountable to the H .K.C.C.  in
                  the  following ways:

                  1.  Tho Director of  the Auxiliary body shall be appointed by the
                       H.K.C.C. Executive  Committee upon nomination of  the auxiliary
                       organizations.

                  2.  The budget,  constitution,  revisions in constitution and major
                       changes in policy shall be submitted to the H.K.C.C. Executive

                       Committee for approval.
                  3 .  Regular reports on the progress of the work and an annual audited
                      account shall be submitted to the H.K.C.C.  Executive Committee.

                      The H .K.C.C. Executive  Committee shall name members to the
                      auxiliary organization as provided in the  By-laws.
          VII.  COMMITTEES

                      Standing and Special  Committees appointed under V  (2)  (e and f)
                 are directly responsible to the H.K.C.C.  through the Division of
                 which  they are a part.  Their terms of reference are determined by
                 the Executive  Committee of the H.K.C.C.

         VIII.    BY-LAWS
                      The By-laws of the H.K.C.C.  shall be  determined from time to time

                 by the General Council upon recommendation of the Executive  Committee.
           IX.    AMENDMENTS
                      This Constitution may be amended by a two-thirds majority vote

                 of those present at any meeting of the General Council,  provided that
                 the proposed anondmont shall have been reviewed by the Executive

                 Committoe,  and notice of it sent to  the member organizations and their
                representatives not less than one month before the meeting of the
                General Council.  The Executive  Committee itself,  as well as the
                individual representatives on the General Council shall have  the

                right  to propose amendments.
