3.  Special sessions of the General Council may be  convened by the
                 Executive  Committee  when necessary and/or at the written request

                 of 1/3 of the member organizations.
                 A quorum shall consist. of a simple majority of the representatives

                 of member organizations.
            5 .  The General Council may,  on recommendation of the  Executive
                 Committee,  constitute related organizations such as auxiliary

                 organizations  which are entitled to send representatives to its
                 meetings,  the number to be  fixed in the  By-laws.
            EXECUTIVE COMMITTEE

            1.  The Executive Committee shall normally meet monthly,  but no less
                 than quarterly for the transaction cf business.  Special meetings
                 of the Executive Committee may be called by the  Chairman,  when

                 necessary.
            2.  The Executive Committee shall act on behalf of the General  Coucil

                 when it is not  in session,  and is  charged with responsibility
                 to see that its purposes are  carried out.  Its other functions
                 shall include the  following:
                a .  To recommend to the  General Council the admission of new

                     members and their respective number of representatives on
                     the Council,  and,  if necessary,  to propose an adjustment in

                     the number of representatives of the existing membership,
                 b.  To speak in the name  of the H.K.C.C.  and to inaugurate such
                     concerted action as necessary  on social and moral questions
                     affecting the  community,

                 c.  To set up study circles to  examine religious,  moral,  social
                     or general questions of Christian  concern and if advisable

                     to present a report to the  member organizations of the H.K.C.C.

                 d.  To keep the local chur c h s informed about the  Christian
                     Movement around the  world,  and to supply information on the

                     local  church situation to interested parties abroad from
                     time  to  time.
