1. Introduction:
Christian Family Service Centre, a multi-service welfare agency established in 1954, has continued to
provide various kinds of services for people from all walks of life. The wide range of services include family
and child care service, children and youth service, rehabilitation service, elderly service, community develop-
ment service, clinical psychological service, medical and health service as well as employee service programme.
In the past year, a single parent centre and two supported hostels for the ex-mentally ill have commenced
service. These were allocated to the Agency in light of the closure of the Jackie Chan King Lam Children and
Youth Centre in response to the Fundamental Expenditure Review of the Social Welfare Department (SWD).
SWD also allotted subvention to the Agency to run community mental health link service at our Tsui Lam Half-
way House for the ex-mentally ill as well as holiday care service for the mentally handicapped. Moreover, the
Agency succeeded in securing four projects through open bidding including : (1) Health Network Employment
Support Team; (2) Service Team on Outreaching Services for the Pilot Rent Allowance for Elderly Scheme; (3)
Sham Shui Po Urban Renewal Social Service Team; and (4) Social Service Team in the Buildings Department.
The first project has been funded by SWD while the other three which are related to removal and land redevel-
opment have been supported by the Housing Authority, Urban Renewal Authority and Buildings Department
respectively.
In response to the Consultancy Report on Family Service Review, the Family Counselling Unit of the
Agency has proposed to run a pilot Integrated Family Service Centre in Kwun Tong though not getting any
funding support from SWD. On the other hand, the Agency has been granted an integrated team for young
persons in Kwun Tong by reshuffling its own service units and in cooperation with other children and youth
centers in the district. Besides, our Elderly Services will refine their plan of integration in light of the consultancy
study on the Review of Community Support Services and Integration of Elderly Services.
The Agency conducted three surveys in the year, namely "The Self-image of CSSA Recipients", "Ways of
Handling Family Violence" and "Feedback from Elders Towards the Design and Size of Public Housing Unit".
In addition, a study on "Children Who Witnessed Family Violence" was completed in March in cooperation with
Dr. Chan Ko-ling of the University of Hong Kong. The press conference that followed has attracted wide press
coverage on the subject.
Last but not least, in collaboration with the School of Chinese Medicine of the Chinese University of
Hong Kong, the Agency has set up a Chinese Medical Clinic at ground floor of the headquarters in July this year
covering Chinese medicine, acupuncture and bone-setting. This is another new attempt of our Health Centre
following the establishment of a mobile dental service for the elderly last year.
