rights  as  w ell  as  on  econom ic,  social  and  cultural
   rights w ill  go a long w ay to allay the  fears  of H ong
   K ong citizens.

   H ong  K ong  citizens  have  not  asked  for  a  fully
   dem ocratic governm ent.  B ut they do  expect a m ore
   open  and  accountable  governm ent,  a  governm ent
   w hich  is  m ore  caring.  In  order to  achieve this,  the
   executive-led   governm ent   m ust   be   closely
   m onitored by  a  legislature  w hich  is  directly  elected
   by the people.

   C hina  needs  to  hear  all  o f  this.   A ddressing  the
   fears  and  aspirations  o f  the  people  to  the
   governm ent  concerned  is  the  only  w ay  forw ard.  If
   C hina  w ants  H ong  K ong  to  continue  to  develop,
   C hina  m ust  listen,  especially  to  the  view s  o f  the
   m asses.  It is not too  m uch to expect the H K CC,  on
   beh alf o f the  church  in  H ong  K ong,  to  try  to  m ake
   these view s know n to the N ew  C hina N ew s A gency,
   the H ong K ong and M acau A ffairs O ffice as w ell  as
   the Foreign A ffairs O ffice o f C hina.
