    Today, according to the experiences of the past 40
    years,  the  Council  at  this  crucial  moment  should
    grasp  this  opportunity  to  play  an  active  and
    appropriate  role  in unifying the churches  in  Hong
    Kong  to  promote  evangelical  activities  and  social
    concern.  They  should  motivate  the  churches  in
    Hong Kong to have an unified ecumenical spirit, to
     advance  the  development  of a  dynamic  church  to
     face  the  challenges  and  to  work  diligently  for  the
     future.

     I would also like to encourage the Council and the
     Hong Kong  churches  to join  together  to  work  for
     this  unity  with  a  strong  and  courageous  mind  to
     accomplish  our  responsibilities  and  mission.  The
     churches  in  Hong  Kong,  therefore,  need  to  be
     marching  in  the  direction  that  the  Lord  has  laid
     down for us:

     1.  Continue the emphasis on evangelical activities
        by  the   churches  with  special  attention  to
        increasing manpower and resource development.

     2.  Strengthen  Christian  spiritual  commitment  to
        enable churches to face  the challenges.


     3.  Emphasize  steadiness  and  perseverance  with
        encouragement  for  Christians  to  love  Hong
        Kong,  stay  in  Hong  Kong  and  together  help
        build Hong Kong.

     4.  Strengthen  theological  training  in  order  to
        provide  adequate  leadership  to  replace  those
        who  have  left  and  at  the  same  time  assist
        training for overseas churches.

     5.  Strengthen  the  relationship  with  the  church  in
        China  in  accordance  with  the  Basic  Law's
